The plan consists of six interlocked oval plates with different angles according to the height. Three of the ovals will serve as cores of the tower, encasing elevator shafts and stairs. The rest will serve as a light tower. The viewing platform is located on the top floor and its below, there is a cafe occupying two floors.The conference hall is allocated in the heart of the tower at underground level. And the children library locates around the conference hall at slightly higher level in the podium. Six light-wells in the plaza will bring soft natural light into both the library and the conference hall.
